Santander Airport (SDR), officially Seve Ballesteros-Santander Airport, is the only airport in Cantabria and sits about 5 km from the city. It is an international airport near Santander, and the only airport in Cantabria. The setup is simple: one terminal, one arrivals hall, and the rental desks a short walk from the baggage carousels.
SDR has a single terminal, so there is no terminal-hopping to worry about. After the airport's renovations it has 8 check-in desks, 3 baggage carousels in the arrivals lounge and 7 boarding gates. The airport has only one terminal, which means you can be at the car rental kiosk just minutes after landing; the companies are in the arrival hall within close proximity of baggage claim, and once you have your keys you follow the signs to the rental car parking lot right in front of the terminal.
Some suppliers keep their cars on-site in that car park opposite the terminal. Others run a free shuttle to an office a short distance away, so read your voucher to know which one applies to your booking.

The fines target older or foreign-plated private cars, not your hire car. Check the windscreen for the sticker and photograph it.
Heading west, Bilbao is roughly an hour along the A-8; Oviedo and Asturias sit a couple of hours west on the same road. If you want to drop the car one-way in Bilbao, Oviedo or another city, flag it when you book rather than at the desk, as the one-way fee is priced separately. Fuel up before you return, since on-site prices run higher, then follow the car-hire return signs to your supplier's car park.
