Cartagena's old centre is compact and walkable - the Roman Theatre, the port and the main streets sit within a few hundred metres of each other, so you do not need a car to see the city itself. The value of car rental in Cartagena is the coast and countryside around it: the Mar Menor lagoon, the La Manga strip and the city of Murcia, none of which a bus reaches quickly.
Payment and deposit
When you book you pay only a small upfront amount - usually 15-20% of the hire cost. The rest is settled at the desk on pickup. The deposit in most cases is fully refundable, and about a third of cars in Spain are handed over with no deposit at all - those are marked in the results. If you only have a debit card, pick a no-deposit rate or a cash-deposit option: nothing gets frozen on your card.
The towns worth a car are all close. Mar Menor is about 25 minutes north, with La Manga - the thin strip between the lagoon and the open sea - roughly 30 to 40 minutes up the coast. Murcia city is around 35 minutes inland on the A-30 motorway.
The point for Cartagena is that one pickup reaches all three and gets you back the same evening. La Manga in particular is awkward by public transport, so a car is what makes it an easy half-day.
Cartagena is rolling out a Low Emission Zone. It is focused on the historic centre and the Ensanche area, with traffic and emissions monitored by camera.
For a hire car this rarely matters. Cars rented in Spain are modern and carry a DGT environmental sticker (0, ECO, C or B), which is what the zone requires, so a rental can drive into the centre with no extra paperwork. The fines target older, non-compliant and foreign-plated cars, not yours. Parking near the port and walking in is still the easier option, as central streets are tight.
Quick checks at pickup
You can collect in town rather than only at an airport. Local names include Goldcar and Centauro, both of which run cheap rates in the Murcia region. If you are flying into Región de Murcia Airport (RMU) at Corvera, that sits about 30 minutes north of Cartagena on the A-30, so collecting there and driving down is straightforward. Either way, an no-deposit rate with full cover built in avoids a deposit hold.
Spring (April to June) and early autumn (September into October) are the easiest months - warm enough for the Mar Menor, which is shallow and stays swimmable, with quieter roads and lower prices. July and August are the peak: rates climb, automatics and 7-seaters go first, and the La Manga strip gets very busy, so book several weeks ahead. Winter is the cheapest stretch, and a car still earns its keep for the Murcia and inland trips once the beach season is over.
