Santander is the capital of Cantabria and the gateway to "Green Spain", and a hire car is what turns a city break into a tour of the whole region. The centre, the Centro Botin waterfront and the El Sardinero beaches are walkable, so the real value of car rental in Santander is reaching the villages and the mountains on your own schedule rather than a bus timetable.
If you arrive on the Brittany Ferries crossing from Plymouth or Portsmouth, the train station and the rental desks are a short walk from the dock, so you can pick up the car and drive straight out.
Payment and deposit
When you book you pay only a small upfront amount - usually 15-20% of the hire cost. The rest is settled at the desk on pickup. The deposit in most cases is fully refundable, and about a third of cars in Spain are handed over with no deposit at all - those are marked in the results. If you only have a debit card, pick a no-deposit rate or a cash-deposit option: nothing gets frozen on your card.
Most drives from Santander are short, and the main coastal routes through Cantabria are largely toll-free, so you can be back the same day. The medieval town of Santillana del Mar and the Altamira caves are about 30 minutes west; Comillas and its Gaudi house around 50 km; and the Picos de Europa national park roughly 90 minutes inland for the mountains.
Two bigger cities sit within an hour or so on the A-8. Bilbao and the Guggenheim are about an hour east, and Oviedo in Asturias a similar distance west. Both have their own pages.
This is the one local rule to get right. Santander has a Low Emission Zone covering part of the city centre, with camera enforcement and fines of up to EUR 200 for non-compliant vehicles. Parking in a central car park does not exempt you.
For a hire car this rarely matters. Cars rented in Santander are modern and carry a DGT environmental sticker (0, ECO, C or B), which is what the zone requires, so a rental can drive into the centre with no extra paperwork. The fines target older, non-compliant cars, not yours.

You can collect at the Seve Ballesteros-Santander Airport south of the city, at the train station by the bay, or at the ferry port. Either way, an no-deposit rate with full cover built in avoids a deposit hold.
Spring (March to May) and autumn (September to November) are the easiest times to drive - mild weather, quieter roads and the green hills at their best. July and August are the peak: prices climb, automatics and 7-seaters go first, and the beaches fill up, so book several weeks ahead. Winter is the cheapest stretch, and a car still makes sense for the snowy Picos de Europa and the mountain villages once the beach season is over. Remember the further inland you go, the narrower and more winding the roads get.
Yes. Central Santander has a low-emission zone, but cars rented in Spain carry the DGT sticker the zone requires, so a hire car can enter freely.

The deposit is an amount the rental company holds as a guarantee for the car. Road fines or damage can be deducted from it.

In practice, damage is taken from the deposit up to the excess, so the deposit is often set to match it. A full, zero-excess policy removes both: you do not pay for damage and the hold is usually waived.
