San Sebastian Airport (EAS) is small and easy to read. It serves San Sebastian but sits in the municipality of Hondarribia, with the runway running along the river Bidasoa right on the Spanish-French border. That border position is the whole point of renting here: one pickup covers the Basque coast and a quick run into France.
Payment and deposit
When you book you pay only a small upfront amount - usually 15-20% of the hire cost. The rest is settled at the desk on pickup. The deposit in most cases is fully refundable, and about a third of cars in Spain are handed over with no deposit at all - those are marked in the results. If you only have a debit card, pick a no-deposit rate or a cash-deposit option: nothing gets frozen on your card.
The car hire counters are in the main concourse on the land side of the terminal, near the entrance and exit. Because EAS is compact, you walk from the gate to the desks in a couple of minutes with no internal transfers. Out of the airport you are on the GI-636 within minutes. San Sebastian is about 23 km away, and the drive takes roughly 20 to 25 minutes by car. For the French border, you are almost on it already - Hendaye is across the Bidasoa, and Biarritz in France is around 35 km up the coast.
If France is in your plans, declare it. Suppliers require you to tell the branch you intend to leave the country and to get authorisation; driving outside the pre-authorised countries breaches the rental agreement. A cross-border note is easy to add at booking - a cross-border fee around 23 EUR may apply - just do not spring it on the desk at pickup.
San Sebastian has no city-wide low-emission zone of the scale you find in Madrid or Barcelona, so the drive in from EAS is not restricted for a hire car.
