Menorca is small enough to cross in under an hour, but the bus network only reaches the towns and the busier resorts. The point of car rental in Menorca is the coves - many of the south and north beaches have Cala Galdana-style car parks at the end of a lane and no public transport at all, so without a car you see a fraction of the island.
Payment and deposit
When you book you pay only a small upfront amount - usually 15-20% of the hire cost. The rest is settled at the desk on pickup. The deposit in most cases is fully refundable, and about a third of cars in Spain are handed over with no deposit at all - those are marked in the results. If you only have a debit card, pick a no-deposit rate or a cash-deposit option: nothing gets frozen on your card.
One road does most of the work. The distance between Mahon and Ciutadella is 45 km, covered by the main Me-1 road, which passes through most of the villages on the island including Alaior, Es Mercadal and Ferreries. Short side roads branch off it to the coast, so you are rarely more than 20 minutes from a beach.
Distances from the airport give a sense of scale: Mahon is about 3.4 miles away and Cala Galdana about 26 miles. Mahon to Ciutadella takes roughly 45 minutes end to end.
Where people drive on the island
Each of these towns has its own page. The reason most visitors rent here is that one pickup reaches all of them and you can be back the same day.
Menorca has no Madrid-style low-emission zone, so there is no environmental-sticker restriction to worry about with a hire car. The thing to learn is the kerb colours. Blue lines mean paid parking with a ticket from a machine, yellow lines mean no parking, white lines are usually free, and green zones are normally for residents only.
Two town quirks save you a wasted lap. Market days close some streets - Tuesdays and Saturdays in Mahon, Fridays in Ciutadella - so allow extra time. In Ciutadella, free parking sits at the end of the port and there are paid underground car parks in the centre.
Beach car parks in summer
May, June, September and early October are the easiest times to drive - warm enough for the south-coast beaches, with quiet roads and car parks you can still get into late morning. July and August are the peak: prices climb, automatics and 7-seaters go first, and the cove car parks are full by mid-morning, so book several weeks ahead. Winter is the cheapest stretch and fine for the towns and viewpoints, though many beach-resort services shut down.

From north to south the island is only about 15 km, so most beach trips are under 30 minutes.
