Pamplona's old town is small and walkable - Plaza del Castillo, the cathedral and the bullring are a few minutes apart on foot, so you do not need a car for the city itself. The value of car hire in Pamplona is reaching the rest of Navarre and the neighbouring provinces on your own schedule: the Basque coast, the Rioja vineyards and the Pyrenees valleys all sit within easy range.
Payment and deposit
When you book you pay only a small upfront amount - usually 15-20% of the hire cost. The rest is settled at the desk on pickup. The deposit in most cases is fully refundable, and about a third of cars in Spain are handed over with no deposit at all - those are marked in the results. If you only have a debit card, pick a no-deposit rate or a cash-deposit option: nothing gets frozen on your card.

San Sebastian is just 83km (51 miles) north of Pamplona and takes about an hour up the A-15. Logrono, the capital of Rioja, is 85km (53 miles) southwest of Pamplona and also about an hour via the A-12. Bilbao is further west; you can reach Bilbao in your rental car in under two hours driving west on the AP-15 and A-1.
The point for Pamplona is that one pickup reaches all three and you can be back the same day. That is why many visitors rent here even when the city is their main base.
This is the one local rule to get right. Pamplona's Low Emission Zone covers the old town (Casco Antiguo), the same area as the existing controlled-access zone (ZAC). Since 29 December 2025, only vehicles with a DGT environmental sticker - 0, ECO, C or B - can enter, with a handful of exemptions for residents and garage holders. A breach carries a 200 euro fine, reduced to 100 euros for prompt payment.
For a hire car this rarely matters. Cars rented in Spain are modern and carry one of those DGT stickers, which is exactly what the zone requires, so a rental can drive into the old town with no extra paperwork. The fines target older, non-compliant cars, not yours. Enforcement was set to be phased in, so check the windscreen sticker at pickup and you are fine.
Quick checks at pickup
You can collect at the city centre, the train station or Pamplona Airport, which is about 20 minutes from the centre. Suppliers operating here include Europcar, Sixt and Enterprise. The old town itself is closed to general traffic, so plan to park outside the centre. The city runs free park-and-ride car parks outside the zone, including by the university and the El Sadar stadium, both linked to the centre by public transport. Underground options near the centre include the Plaza del Castillo, Plaza de Toros and bus station car parks.
Spring and early autumn are the easiest times to drive Navarre - warm enough for the coast, with quieter roads. The week of San Fermin in early July is the exception: the city fills for the Running of the Bulls, central streets close and demand spikes, so book well ahead and expect higher rates if you travel then. Automatics and 7-seaters go first whatever the season, so reserve one early if you need it. Winter is the cheapest stretch, and a car still makes sense for the inland day trips.
The old town is a low-emission and controlled-access zone, but cars rented in Spain carry the DGT sticker the zone requires, so a hire car meets the emissions rule. Access for general traffic is still restricted, so park in one of the free park-and-ride or underground car parks outside the centre.
The 200 euro fine targets older, non-compliant vehicles.

A credit card is not always required - it is needed to hold the security deposit. At pickup the supplier freezes the deposit amount on the card: the money is not charged and is released when you return the car undamaged.
Without a credit card you still have options: choose a cash-payment rate (the «Cash» filter option) or a no-deposit rate, and nothing is held.
The deposit is an amount the rental company holds as a guarantee for the car. Road fines or damage can be deducted from it.
