Bilbao works fine without a car inside the city - the metro, the trams and your own feet cover the Guggenheim, the Casco Viejo and the river walk. The value of car rental in Bilbao starts when you leave it: the coast road to the west, the wine country of Rioja to the south, and San Sebastian and France to the east are all short hops by motorway.
Payment and deposit
When you book you pay only a small upfront amount - usually 15-20% of the hire cost. The rest is settled at the desk on pickup. The deposit in most cases is fully refundable, and about a third of cars in Spain are handed over with no deposit at all - those are marked in the results. If you only have a debit card, pick a no-deposit rate or a cash-deposit option: nothing gets frozen on your card.
The drives from Bilbao are short and mostly motorway. The fastest route to San Sebastian is the AP-8 motorway, about 100 km covered in roughly 1 hour 15 minutes. Santander sits a similar distance west - the two ports are about 92 km apart, around 1 hour 10 minutes on the A-8.
Rioja is the inland trip people underrate. The route is via the AP-68 toll motorway, and the journey takes from 45 minutes to about 1 hour 30 minutes depending on where you are staying. Haro is around 95 km, Laguardia around 110 km, and Logroño around 136 km from Bilbao. Haro in particular makes an easy day return.
For the coast, the islet hermitage of San Juan de Gaztelugatxe is about 25 miles, roughly 45 minutes from the airport, with fishing towns like Bermeo and Mundaka on the same stretch. San Sebastian, Santander and France each have their own pages.
Where people drive from Bilbao
Bilbao brought in a Low Emission Zone in 2025, so it is worth knowing what it covers. The zone covers the central neighbourhoods of Abando and Indautxu, bounded by the estuary and the streets Sabino Arana, Avenida del Ferrocarril, Autonomia and Bailen. It runs on weekdays from 07.00 to 20.00, with no restrictions at weekends or at night.
For a hire car this rarely matters. Low-polluting vehicles with a 0, ECO or C sticker have free access, while B and A vehicles are limited to specific cases. Cars rented in Bilbao are modern and carry a DGT environmental sticker, which is what the zone requires. If you are renting in Spain, do check the sticker, but it should normally be compliant. The fines target older or foreign-plated private cars, not your rental.

Late spring (May, June) and early autumn (September, October) are the easiest times to drive here - warm, with quieter roads and a coast still good for a swim in autumn. July and August are the peak: prices climb, automatics and 7-seaters go first, and the coast road fills up, so book several weeks ahead. The Basque Country is greener and wetter than the south, so winter rain is common, but a car still earns its keep for the Rioja and coastal day trips out of season.
